President
Todd Liebman
Todd is originally from Milwaukee, Wisconsin, where he grew up with the Chicago & North Western's Shoreline Subdivision in his backyard. His Dad took him to ride the last passenger train on that C&NW line before Amtrak. His childhood included riding many early Amtrak trains including the Super Chief, the City of San Francisco and many corridor rides between Milwaukee and Chicago. As an adult, he has ridden almost every Amtrak route since the early 1970s, and has ridden trains throughout Europe and across Canada.
Todd is a graduate of the University of Wisconsin – Milwaukee with a Bachelor of Arts in History, the University of Wisconsin – Madison with a Juris Doctorate, and the United States Army War College with a Masters in Strategic Studies. Todd has been a practicing attorney for over 33 years. He served almost 35 years in the active Army and Army Reserve, retiring in 2018 as a Lieutenant Colonel. He is a veteran of the Iraq War.
Todd currently lives in Sierra Vista, Arizona, where he is a Chief Supervisory Attorney for the U.S. Government. He has three adult children. His son is an Army veteran of service in Afghanistan, and his older daughter is currently serving in the Army National Guard. His youngest daughter recently graduated from the University of Arizona. he also serves as Vice- Chairman of the Board of the Rail Passengers Association, a national rail advocacy group.

Roger Clark
Volunteer non-profit advocacy organization promoting all forms of passenger rail transportation and connectivity with auto, bus, airline, taxi, pedestrian and bicycle. Focus on high-speed intercity trains between Phoenix and Tucson. Return Amtrak "Sunset Limited" daily service to Phoenix.

Treasurer
Mark Hoover
Mark assumed the Treasurer position at All Aboard Arizona in July of 2024. He has 25 years of finance and accounting experience in non-profit and healthcare organizations. Expert in strategic planning, financial analysis & reporting, annual audit management, budgeting, treasury & cash flow management, tax reporting & planning, risk management, and accounting standards (GAAP). Mark brings expert communication, process re-engineering and group management skills and has an active CPA certificate from the State of Arizona.

President and CEO of Boom Goddess Radio LLC.
Member of executive committee and Board Secretaryfor KRDP - first FCC licensed Black Owned and operated Radio Station in Arizona in over 20 years, Board member Desert Soul Media, LLC (the first Black-owned and operated Black radio station in Arizona in over 20 years), Board member Radio Phoenix, Founder and President of Culinary Travels Worldwide which has a radio broadcast which interviews and promotes chefs in Arizona.
Retired Director of Product management from Amtrak based in both New York City and Chicago. Part of a team that was responsible for the business performance of seven long distance trains east of Chicago. Created and produced a series of educational videos “Back to Basics” that were included in Amtrak’s national training program.
State Representative of the Rail Passenger Association which is the largest national organization that serves as a voice for more than 40 million rail passengers and Board member of All Aboard Arizona.
